| Personally I've had this problem too.
Finally I see my chest getting bigger and feel it pushing. Here is an opinion, workout noob to workout noob.
You need to make sure you concentrate on working the proper muscle group (the chest) rather then lifting with your triceps. Obviously the triceps are involved in the motion and they will need to work hard. But concentrating on feeling of pushing your chest (sometimes this means dropping a bit of weight).
I also found that my triceps had to make some improvements before I could control the dumb bells well enough to push hard with my chest. Definitely the dumb-bell decline press I feel it helps the most.
Just keep working at it and it will eventually come. When I started and literally had no chest whatsoever. I found that my chest came a bit later as my arms got bigger. Particularly I noticed that the muscles (not sure what its called) that join your arms to your pectorals really built up before my chest improved.
