When to stop dieting

This may sound dumb but I want to know when to stop dieting. I've been dieting as well as exercising in past 3 months and have lost 22 pounds. My lean mass is 110 lbs and currently I'm at 128lbs. Even though my weight is getting close to lean mass, I still have belly fat. It looks like a roll of carpet when I sit slumped.lol So, should I continue dieting until I lose it? or stop and increase my workout routine? Heres some information that might help in giving advice.

Cardio : 30mins - nonstop rope skipping (every other day)
Strength training : 30mins - Resistence tube exercises, pushup with pushup bar, squatting (in those days without cardio)

Diet of the typical day :
Breakfast - 2 slices of toasted whole wheat 12 grains bread with a slice of low fat mozzarella and a mug of coffee without sugar/cream
Lunch - a cup of white rice(I know its not healthy choice but its beyond my control), a cup of shredded vegetable(cabbage/cauliflower/lettuce/etc whichever in the fridge), lean meat curry, soup(lentil/vegetable)
Snack before or after workout - a slice of toasted 12 grain bread with a slice of mozzarella (or) whey protein drink(without fruits)
Dinner - its pretty much the same as lunch

My maintain calorie level is around 2300. I'm eating around 1700.
