Ive never seen the terms static and squat used together. Static means in place, so squat without walking. Static Lunges are lunges where you dont step out and back.

The only thing I could think that a dynamic squat would be is one where you squat and step and squat again. Why you asking?

With PL we sometimes do standing abs with static hold at bottom. It could mean that you squat, then just hold at the bottom and then proceed to finish. But I've never heard the terms used together either.

Static squats are performed in a certain angle. They won't help you get stronger in squating, but they help you to get stronger in squating during a certain angle. That means that you can use static squads to get stronger at a certain point during the squat.
