I'm a beginner. What should I do?

hey,

Im 17 nearly 18 and I'm not really overweight i weigh about 87 kg and im about 6"2 but recently I have been trying to lose a few kilograms because I hate how soft my stomach has become. My stomach and hips are extremly flabby and I want them to become more solid but I don't really have any idea what I should be doing to achieve that.
I eat relatively healthy and recently I have been going down to the park this past week every morning and run about 7 laps every time. The park isn't a small one it's about 300-400 meters around but I don't feel this having any effect on my body. I still weigh exactly the same even after about 10-15km of running this week. I'm just wondering how long and how regularly should I run for to lose some weight? Also is it true that I should run only in the morning because thats when all my body has been stored overnight?
I also have a basic 20kg dumbells set which I rarely use. So if i want a harder stomach should I run more or do weights exercises? If weights, then what exercises do you suggest and for how long etc?

you cant get to a gym? because i think 6.2 and your weight would be great for starting at the gym doing a proper workout routine. bulk up tons dude then lose the excess fat. No such thing as bulking for me really there just gaining muscle i guess when i have the size it will be piss easy for me to get cut as hell we are the same age and height but i am 69-70 kilos
