Rookie-please help

Okay,
I am 20 years old im 5 4 weight about 147 with 18 percent body fat.
I am not a rookie at working out. I worked out in high school my junior and senior year it was just strength training for the most part for track and field. After high school i worked out for a year. NOw i am a third year college student at UC Davis.
I really miss working out and i wanted to get back in it and i need your advice.
I want to get big but not get bulky, basically saying that i still want to stay cut. I started working out last quarter i worked out for a month and the my college life took over and i haven't seen the gym for 2 months now, but i am really motivated to go back.
My workout for last quarter was
Chest: 3 different worthout with sets of 4X8
Military 3 different workout with sets of 4X8
Break for a day
Bicep- same thing as above
Tricep same thing as above
Break
Repeat

... From track and genes my lower body is build nicely, but I want to work on my upper body especially my chest.
So here is ur turn for advice
I want to get big and stay cut. what do all of u prefer what i could do.
some of my friends also suggested taking creatine or protein with my workouts ... What do u guys say about that.
My college life sucks when it comes to eating.. I eat 2 times a day my first meal is usually around 2 and second one around 6-7.... I wake up arond 7 in the morning and i usually runnind late to class to i dnt get to eat. And when it comes to food. campus food is usually my last reosrt since all the have to offer is junk food or sadwiches which are like 7 dollars.
So please advice me on my workout, creatine protein, and eating better.

PS: also some days i get really busy with school and can't go to the gym and do u all suggest i could do at home so i atleast get something in... all i have at home is my curl bad
