Back Flab?

I just bought a dress..and it fits perfectly everywhere except its really tight where you would do it up on the side as in the back area. On my back you can tell its tight cause theres a little bit of flab going over, but it fits very good around my stomach and hips. I am doing exercise, i was wondering if there was a good type of exercise that can help target more my upper area? like would lifting weights sorta do it? i know you can spot reduce, just wondering if there is anything that can help there. thanks!

"Flab" is a function of body fat. Diet, lift weights and do some cardio, you need to lose body fat for it to go away. You can't spot reduce... so all you can do is lose fat overall and be patient.

...and diet is key to fat loss, just an FYI.
