A couple training questions, HIIT and Rest times,

Hello, I have a couple questions about my training and would appreciate any advice.

My goals are for weight loss and bulking.

First question is about HIIT, when performing my high intensity parts what is the ideal heart rate range? I try to stay above 90%+, so is this the proper way to perform my bursts? - I'm kind of new to HIIT.

Also what is the ideal resting interval? I try to stay around 70%+ I'm doing this on a eliptical if it helps.

Second question is about rest times in between exercises. I do a 1 minute rests between sets. But how long should I rest between exercises?

I can start a different type of exercise(for the same group of muscles) in about 2 minutes rest, but my when I get to my last sets/reps they are so crappy and weak and I feel like I cheated myself. So it seems more logical that I should rest longer so I can get a better workout, but then I think about rest times and now I'm not sure. - Stupid I know but can someone clearify this? Is resting shorter and sacrificing quality good idea?

This is not possible, choose one or the other.

As for HIIT, 90% would be the max i would go, but it is different for everyone. I'm 31, when i do HIIT i can get my heart to about 178 bpm, but i'm struggling there. Whn i back off, it usually gos to about 145 to 155 bpm, then i start the cycle again.

As for your rest periods, i suggest you go to sample workout section on this page, they have well planned and proven workouts that you could follow.
