I think it depends a lot on your own personal training diary. Where does it make the most sense to work it in? I don't think there's a hard and fast rule.

Lower here, too. I see the argument for upper, but if it were included there and you're doing Upper/Lower/Off/Upper/Lower, I would feel like I were significantly working my lower on each day (at least less than the other way around).

I usually say lower too.

but, to get nitpicky, a bit of it depends on what type of deadlifts were talking about. some will would be more of a lower body, glute, hammy, hip dominant movement, some would get everything firing up

I do think I lean to the lower category more than the upper.

Since this case is in point of upper/ lower splits.
i would consider lower.
though fbw i like to do squats one day and deads the other.

Deadlifts are lowerbody mostly, though, it is a great test on raw strength overall.
