Do upper abs develop sooner than lower abs?

My waist line has been reduced dramatically due to working out on my abs, and a more balanced diet, but my upper abs are starting to develop, while the lower abs do not show. Is this normal, or should I work on my lower abs seperately.

Anyone know any good ways of working these lower abs?

Thank you very much for your reply Dan, it really cleared that up for me.

Yeh, that sounds exactly right, I still have a little bit of fat on the lower part of my abs which I guess will burn off over time.
