I'd work out your whole body. Do squats, If your body thinks that your legs are working harder, you'll evenly distribute muscle throughout your body. This has worked pretty good for me over the past couple of months, plus you dont want to be big up top and have "bird legs", that just wouldnt look right.

You want to work out your entire body. Yes, it is possible to build your arms and not your legs, but it won't go any faster. You really can't work out a muscle more than once or twice a week and expect to get gains, so on the other days you do the other parts of your body and get gains everywhere.

It is NOT possible to lose fat from one part of your body and not the others, however. I know you didn't ask about fat, but there is the info...

You should always maintain a balance in your workouts. If you just workout your biceps and not your biceps this will later on cause an injury to your joints at your elbow. Make sure you always keep a balance.
