Need to change my routine!

Hey everyone.
So, I'm a female, 23yo, 5'5'' and 115lbs.. and I think I'm what some would call 'skinny-fat' built. I really want to change that, and develop 5-10lbs of muscle and lower my bodyfat. I know it's a tough one, and that I would be able to do it in one year +, but i'm determined to do that.

The thing is, I'm trying to make a new workout program that would consist of 3 cardio sessions and 2 fullbody workouts per week.
I would like to do a fullbody workout with 5-6-7 different excercises (compound) that could target most of my muscles efficiently. I don't have much time since i work and study to be doing the split routine and many isolations to target each muscle separately.
Please, what would you recommend? I intend to workout each part of my body equally, to be able to build more muscle.

Of course, my diet is very good, but i must complain that most of the days i feel that i simply cannot eat enough food to go to 500-700kcal surplus i need. Is that something that could change once i start exercising more intense... ?

Also, I must say that, that even though i'm very light, I get a bit frustrated with the fat and cellulite I have; and i think that building muscle (and some fat with it) isn't such a good idea now; but then again, If I begin cutting now i could lose that little muscle i have already and maybe damage my health.

What about strength training to maintain the muscle you have and use that and the cardio to keep on cutting til your body fat gets down to where you want it to be.

Still, post your diet and your exercise program in detail so that more specific suggestions can be made.

My diet is around 2000kcal, and i cannot tell you exactly what each meal looks like, cause it varies around pretty much (plus i dont know al the english names of food, since im from non-english speaking country). Anyway, mostly my calories come from protein/carbs/fats in this proportion more or less 35:45:20..
Mostly veggie and other complex carbs, and maybe some sweets ocassionaly (i tend to eat sugars only right before activities)...

My current workout program is crap and that is the very reason i want to change it.. My time, however doesn't allow me to go to gym everyday or so, so i'd like a fullbody routine that i could do twice a week along with some cardio.
