Plateau question

When a person plateaus and stops gaining muscle is it always because their body has gotten use to the exercise, couldn't it be that they've built as much muscle as they can with the amont of calories their eating?And couldn't the problem be solved by just increasing their caloric intake instead of switching up their workout?

Yes. But you need to vary your workout to maintain maximum gains.
