A question about the body for life routine

Is anyone familiar with the body for life programe? The weight lifting is like this:
You do 12,10,8,6 repetitions of an exersice with one minute rest between sets, then you rest for two minutes and then do 12 reps and immideatly after that do 12 reps of another exersice that works the same muscle.
Why no rest? Isn't that just like doing 24 reps? Wouldn't it be better to rest a minute to be able to lift more?

I'm new to weight lifting, which you probably see.

Actually, the routine goes like this....

12 (1min) 10 (1min) 8 (1min) 6 (1min) 12 (no rest) 12 (2min) Next Muscle.

And no you would not do 24 reps of 1 excersize because the second 12 rep set in that combination is a different movement. (i.e. 12 reps bench press then immediately grab 2 dumbells and do 12 reps of flys.

They did not make that clear enough but now that I think of it, that makes sense. I just assumed it meant 1 min rest. That is much better.
