Training help?

Hi, I am a freshmen guy in highschool, and I am 5 ft. 7 and pretty skinny. It's stressing to see that my waists are skinnier than my hips. It's actually quite attractive on the other gender, but not on me. Is there a way to build up muscle around this area, like side-abs?

Dude, that's kinda weird. Most guys want a small waist and that means your hips will be bigger. Maybe you should get a second opinion. I would think that hip bone size and length of torso would determine that. Unless you have an unusualy huge ass I wouldn't worry about it. Anyways, your a kid! Your not fully grown yet. Just do starting strength and when your 18 look in the mirror again.
