Thumbs up Weights?

Ok here it goes, im a 16 year old male, and at home i have acess to 2 barbells with adjustable weights. Right now i am doing 5 sets of 24 pounds(including the barbel). After reading some of theese forums i see that it might be better to switch to onnly doing like 2 sets of 30 pound. Every night i am running 1.5 miles, i try to work out as often as possiable but it just doesn't fit into my schedual. I also do incline pushups of the bed. I am 5' 10" 141 pounds. I can see my abs poking through my stomach but i cant seem to get them all the way. I was wondering what other things i could do besides eating healthy to promote muscle growith and be cut for the summer.

I have heard about this one workout where you start out at the max weight you can do, then gradually workig your way down doing twice as many reps for each incriment you go down, so by the time you are curling 5 pounds your doing like 150 reps, is this a real workout plan?

Here is what i have acess to.

Tredmill
2 barbels
4 5 pound additions to barbels
2 2 1/2 pond barbel additions
ab-do
health rider
and 8 pound medicine ball

no need to do an insane amount of reps ... as u probably won't make it that far. When I do declining sets, i just go till failure ... but, if i choose a good enough weight, i usually only get about 8 reps in on each ... i try to push at least 6 if i am really struggling.
As for your abs, this question is getting really old, hence the reason no one has answered ... check the forum ... no offence.
